The DHS spent years (2003-2007) soliciting information from the Black and/or African American inventor only to eventually award in 2007, Apple, Samsung, LG, and Qualcomm, contracts to develop, assemble, and commercialize the Black and/or African American inventor's patented invention of a communicating, monitoring, detecting and controlling (CMDC) device (i.e., smartphone) without paying the Black and/or African American inventor reasonable royalties or just compensation.
